Human Resource Management Unit

The historical timeline of this unit dates to the establishment of Public Administration and Public Service. As described in the Ministry’s historical context, it was formerly called the Establishment Department which serves as the general Human Resource Management (HRM) entity that deals with daily operational HR activities. In 2012, some of the functions were separated and formed into specialized unit with a specific Human Resource (HR) focus as part of modernization. Presently, the Human Resource Management Unit (HRMU) continues to lend support to not only the other seven units/section of the Ministry, but also supports the three committees and the entire Belize Public Service in terms of guidance and processing general HR maters and other conditions of service as a daily operation.  

Roles and Responsibilities

The HRMU which include the office of the Services Commission and the Registry Section coordinates all HR activity as well as records management service. In effect, the HRMU facilitates the implementation of Governmental Regulations, Policies and Practices.

Secretariat to the three Commissions

The current system of administering human resource activity in the Belize Public Service mandates this Ministry to act as Secretariat to the three Commissions, namely;

  1. Judicial and Legal Services Commission
  2. Security Services Commission
  3. Public Services Commission

Eight Administrative Officers (AOs) within the Unit acts as the bridge between the three Commissions and Government’s 19 Ministries and 42 Departments through the preparation of messages and information papers to the Commission for the following Activities:

  1. Appointments
  2. Confirmation of appointment
  3. Promotion
    1. Transfer (Substantively)
    2. Discipline
    3. Retirement

For a seamless processing of these activities between the secretariat and the Commission, there are also three Senior Secretaries assigned in the office of the Commission and each are responsible to manage one of the Services Commission. The secretaries are responsible for the collation of all documents, the communication to and from the Commission, the preparation for meetings as well as the preparation of packages for disciplinary matters that come before the commission.

General Administration

Additionally, the AOs also provides analysis and recommendations on various activities related to the conditions of service and other administrative requests through internal memorandum for the approval of the Chief Executive Officer in the Ministry on such matters as:

Registry

The registry section provides records management for the entire ministry and provide custodial responsibility for personnel files for the entire Public Service. Generally, the registry unit is responsible for the management of all incoming communication to the Ministry as well as correspondences being dispatched from the Ministry. Thus, the filing and the routing of files throughout the ministry is a major responsibility of this unit.

Secretarial

The front desk section provides secretarial and reception service while the secretaries at the Office of the Commission provides secretarial service strictly on Commission matter. These sections and office also fall under the HRMU (General).
